SD- Emergency Transport and Infrastructure Development Project - MDTF
The project development objective is to rehabilitate and develop critical national and rural feeder roads and transport infrastructure, improve critical urban infrastructure in the major towns that form the national and state capitals of Southern Sudan (i.e. Juba, Wau, Malakal, Rumbek, Aweil, Warap, Yei, Yambio,Torit, Bor and Bentiu) and build capacity for planning, construction and sustainable operation, maintenance and management of the infrastructure in Southern Sudan.

The project funded a team of 4 for a study tour to Kenya, and trained managers in administration and finance (11 managers insenior management, 12 in financial management, 2 in procurement, 12 in leadership and team building) and in specialized technicalareas (10 each, in epidemiology and disease surveillance, laboratory techniques and management, animal feed formulation andanalysis, fisheries resources management and aquaculture development) in Kenya and Uganda. Nine staff from MARF trained as ToTs whoin turn trained113 staff from the States on extension management. A total of 129 participants from the States attended M&Etraining-workshops, and18 from MARF and States were trained on Fisheries Policy and Strategic Planning.

Continuity in animal health service delivery
Prior to the project, there was a vacuum in animal health service delivery as donors shifted their funding for most basic servicesfrom NGOs to the GoSS through the Multi-Donor Trust Fund. Through NGOs, the project was able to restitute and support acommunity-based animal health system in which community animal health workers (CAHWs), Stock Persons (SPs) and Animal HealthAuxiliaries (AHAs) handle vaccination and livestock disease outbreaks at the village and cattle camp levels. Between themselves,the retained NGOs trained, equipped and deployed over 1200 CAHWs, SPs and Animal Health Auxiliaries to help with early detection,reporting and treatment and vaccination of animals against major diseases. Over 580,000 animals were vaccinated and about 330,000animals treated against economically important diseases. Twelve mobile veterinary clinics (with diagnostic and treatmentcapabilities) were procured and distributed to the states to provide another layer of disease detection and treatment cap

Baseline public sector capacity (infrastructural, human, policy and institutional) to discharge its mandated role (promoting animalhealth, monitoring sector performance and developing policies and regulatory frameworks for sustainable production) in South Sudanwas very low. The project improved working conditions for MARF/SDARF staff by building and renovating State offices, providingmeansof mobility (cars and motorcycles) etc. It also built the capacity of requisite staff through dedicated training including in:Finance, Procurement, Policy and strategic planning, monitoring and evaluation etc. Owing to these interventions, MARF and SDARFhave been able to assume and discharge their roles although significant capacity gaps still persist.

As of 26 April, 2012, 8 of 10 focal persons have submitted reports for the last quarter.

The capacity building training component for the state social development ministry staff in all ten states is now complete. Afirmconducted an institutional capacity building training for 40 state ministry officials and 12 GoSS staff members. This numberreflects the number of staff who received capacity building training (the previous number of 75 was in error and meant to reflectthat 75%of relevant staff received training). In addition to the 41 staff trained, in addition to the above, 91 CBO participantsreceived project management training.

When figuring the total numbers of beneficiaries that have benefited as identified by the chairperson the beneficiaries vary bysub-project as the number of beneficiaries includes members of sub-projects that did not benefit. Similarly, for the few projectswherebeneficiaries were mixed, it is probably more accurate to take half of the number of beneficiaries. Recalculation shows that3,027 women had extra income due to the project. This represents about 40% of all of the beneficiaries, which is a bit less thanthe percentage derived using approach 1 ( reporting by the chairperson). When extended to include indirect beneficiaries, thisbrings the total to 19,678.

The Country Gender Assessment is now complete. The Comprehensive Gender Assessment contract was awarded to shortlisted firm,UWONET, on 5th July, 2011 and No Objection to the selection was provided in August, 2011. The contract for $250,000 was signedbetween UWONET and the Ministry of Gender in September, 2011 and work commenced officially in October. After finalizing anInception Report in October 2011 UWONET team traveled to the field and conducted interviews throughout November and began work onthe final draft report in December 2011.Ministry of Gender and MDTF project team received the final draft in February 2012. Thereport was finalized with comments from the stakeholders and the final reort was presented in Juba on June 15, 2012 to theinterested stakeholders.

Construction of Ministry building completed
The construction of the building has not progressed since the last mission in May 2012. Unfortunately, due to the multiple issuesin BOQ the contractor did not perform as per the time frame of MDTF closure in December 2012. The building remains incomplete, theministry presented their case to the Oversight Committee on December 6th, where it was decided that the ministry continue to seekfunding from potential donors bi-laterally. The building remains at 31% completion.

SOUTHERN SUDAN ROAD MAINTENANCE PROJECT
The development objective is to (i) improve access and quality of targeted roads in Southern Sudan, and (ii) strengthen the capacity for strategic and project planning, construction and maintenance of roads. The specific objectives are to support the road development and maintenance program of the MTR through the provision of funds for the: (i) routine and periodic maintenance and spot improvement works on about 1700 km of trunk roads, (ii) capacity building of local contractors to carry out maintenance works, and (iii) institutional capacity building for road maintenance and management.

From the planned roads 109 km was maintained by the USAID and the Jungule state administration. In addition the estimated lengthofTonj -Wau and Loming Junction -Umhejek, were supposed to be 108 km and 85 km, respectively, instead of 120 km and 96 kmrespectively. Thus, the contracted length was only 922 km. 74 km was not repaired due to shortage of funding except minor shapingwork, which is not reported as completed section.
